Ratelimit all IP

What do you think about the feature of limiting total requests of an app in a period of time? I want to limit the resources of an app to give other apps more resources, to avoid the situation where an app is receiving too much resources at a time and affecting another app.
It is similar to access limit per ip but I want it to be for all IP requests to it.
